Qatar Telecom to raise Asiacell stake in Iraq share sale

BAGHDAD (Reuters) - Qatar Telecom (Qtel) plans to raise its stake in Asiacell as part of the Iraqi unit's $1.35 billion share sale, a Baghdad bourse official said on Thursday, as the Gulf telco seeks greater control of its foreign affiliates.

Asiacell will be the first of Iraq's three mobile operators to carry out a listing, the first major offering since a U.S.-led invasion in 2003.

In the past year, Qtel has spent $2.16 billion to increase its holdings in Tunisiana and Kuwait's Wataniya to 90 percent or more, pointing to a strategy of tightening its hold over existing units rather than expanding its 17-country footprint across the Middle East, Africa and Asia.

Muddying this approach has been Asiacell, Iraq's No.2 telecommunications operator and 53.9 percent owned by Qtel, which must offer a quarter of its shares for public sale as part of its license obligations.

The sale process is opaque and it is unclear whether Asiacell's shareholders would be selling their shares on a proportional basis.

The idea of selling would be at odds with a $1.5 billion deal struck in June by the former Qatar monopoly to up its stake in Asiacell to 60 percent from 30 percent.

Market sources said they expected Qtel to use the share sale to acquire the outstanding shares it still needs to meet its target.

"According to the information I have, Qtel will not sell its shares, it is a buyer," Layth Sulaiman, head of the ISX board of governors, told Reuters.

Qtel could even raise its stake further, although that may depend on demand from other investors.

As of 1100 GMT, the Iraq Stock Exchange (ISX) had received orders for 46.92 billion Asiacell shares, it said in a statement, or 69.5 percent of the 67.5 billion shares on sale. These are priced at a minimum of 22 Iraqi dinars ($0.02) each.

If buy orders are less than 75 percent of shares offered, the sale will be cancelled and the process will start again.

But the bookrunner and bourse officials have said this was unlikely, with many investors preferring to subscribe in the final days so that their money is not tied up for long.

Brokers will be able to place orders for the shares until 0630 GMT on Sunday, with trading set to begin later that day.

The share sale is technically not an initial public offering because Asiacell has already carried out a nominal IPO to convert to a joint stock company as required under Iraqi law.

Asiacell and domestic rivals Zain Iraq, a subsidiary of Kuwait's Zain, and France Telecom affiliate Korek all missed an August 2011 deadline to float a quarter of their shares.

Demand from foreign investors for the Asiacell share sale exceeded that of Iraqis, Sulaiman said.

The Grizzlies agreed to trade their star swingman to the Raptors on Wednesday, parting with the leading scorer on a team that has aspirations of making a run in the powerful Western Conference.

Cultural evolution changes bird song

Thanks to cultural evolution, male Savannah sparrows are changing their tune, partly to attract "the ladies."

According to a study of more than 30 years of Savannah sparrows recordings, the birds are singing distinctly different songs today than their ancestors did 30 years ago ? changes passed along generation to generation, according to a new study by University of Guelph researchers.

Integrative biology professors Ryan Norris and Amy Newman, in collaboration with researchers at Bowdoin College and Williams College in the U.S., analyzed the songs of male Savannah sparrows (Passerculus sandwichiensis) recorded over three decades, and found that the songs had changed distinctly from 1980 to 2011.

"The change is the result of cultural transmission of different song elements through many generations," said Norris.

Norris added that the change in tune resembles changes in word choice and language among humans.

"If you listen to how people used to talk in the 1890s and how we talk today, you would notice major differences, and this is the result of shifts in culture or the popularity of certain forms," he said. "The change in sparrow songs over time has occurred much the same way"

The sparrows, which live on Kent Island, N.B., in the Bay of Fundy, can generally sing only one song type that consists of several parts. Male sparrows learn that song early in their first year and continue to sing the same tune for the rest of their lives.

"Young male sparrows learn their songs from the birds around them," said Norris. "It may be their fathers, or it could be other older male birds that live nearby."

Each male sparrow has his own unique sound, added Newman.

"While the island's sparrows all sing a characteristic 'savannah sparrow song,' with the same verses and sound similar, there are distinct differences between each bird," she said. "Essentially, it is like karaoke versions of popular songs. It is the rise and fall in popular cover versions that has changed over time."

The research team found that, in general, each song has three primary elements. The first identifies the bird as a Savannah sparrow, the second identifies which individual is singing, and the third component is used by females to assess males.

Using sonograms recorded from singing males each breeding season, the researchers determined that, while the introductory notes had stayed generally consistent for the last 30 years, the sparrows had added a series of clicks to the middle of their songs. The birds had also changed the ending trill: once long and high-frequency, it is now shorter and low-frequency.

"We found that the ending trill of the song has become shorter, likely because female sparrows preferred this, because males with shorter trills had higher reproductive success," Norris said.

Kent Island has been home to the Bowdoin Scientific Station since it was donated by J. Sterling Rockefeller in 1932, and the birds have been recorded since the 1980s. Individual birds are also monitored throughout their lifetime.

"We know the identity and history of every single sparrow in the study population" said Norris, who has led the project with Newman since 2009. "To have 30 years of recordings is very rare, and it was definitely surprising to see such drastic changes."

Manhunt under way for Phoenix gunman

At least three people were shot at an office complex in Phoenix on Wednesday, police there say, and a manhunt for the shooter is under way.

The building was evacuated and the suspect fled the scene, Sgt. Tommy Thompson said. The shooting--which occurred in the building's lobby--does not appear to be random act, Thompson said, though he would not say if the suspect knew the victims. Witnesses say they heard as many as 10 gunshots fired.

Three victims were transferred to John C. Lincoln Hospital with gunshot wounds, he said. Their conditions were not immediately known, but according to Phoenix's NBC affiliate, one was in "extremely critical condition."

At least three other people were transported to the hospital with minor injuries related to the shooting.

A SWAT team began canvasing a neighborhood in search of the suspected shooter described by Thompson as an "older" white male, possibly in his 60s.

?At this point we don?t believe he is in the area,? Thompson said. ?This doesn?t appear to be a random type of incident.?

The shooting occurred on the same day former Arizona Rep. Gabrielle Giffords--who was shot in the head during a mass shooting in Tuscon in 2011--testified at a Senate hearing on gun violence.

"Speaking is difficult but I need to say something important," Giffords said at the top of the hearing. "Violence is a big problem. Too many children are dying. Too many children. We must do something. It will be hard, but the time is now. You must act. Be bold, be courageous, Americans are counting on you."

Giffords' husband Mark Kelly, who also testified at the hearing, broke the news of the workplace shooting to lawmakers on Capitol Hill.

"While we are having this hearing, in Phoenix, Arizona, there has been what appears to be a shooting with multiple victims," Kelly said. "I certainly agree that universal background checks will go a long way to saving people's lives."

Government gets initial 340 million pounds from Swiss tax deal

LONDON (Reuters) - Britain has received an initial 340 million pounds from the Swiss government as part of a deal to tackle tax evasion that the government expects will net it some 5 billion pounds over the next six years.

Switzerland agreed with Britain last year to impose a one-off levy on money in Britons' secret Swiss bank accounts and to tax future interest payments, with effect from the start of 2013. Germany rejected a similar deal.

Switzerland has been under pressure from the United States, Germany and Britain to clean up its private banking system, which has allowed many wealthy foreign nationals to avoid tax due to its tradition of bank secrecy.

"Last night HMRC (UK tax authorities) received 340 million pounds from the Swiss government, in the first instalment of a deal we have struck," Chancellor George Osborne told parliament. "(This is) the first time in our history that money due in taxes has flowed to this country from Switzerland, rather than the other way round," he added.

Osborne was facing criticism in parliament about his fiscal plans, which are already two years behind on their original goal of eliminating the country's structural budget deficit by 2015. Borrowing in the 2012/13 tax year is forecast to total 108.5 billion pounds, equivalent to 6.9 percent of economic output.

The 340 million pounds is a shade over the 330 million pounds pencilled in to come from this source during the 2012/13 tax year. Some 3.12 billion pounds is expected in the next tax year, and total tax receipts out to 2017/18 are seen at just over 5 billion pounds.

Britain has made tackling tax avoidance by companies as well as individuals a priority for its presidency this year of the G8 group of major advanced economies.

'Barrier of bodies' trapped Brazil fire victims

SANTA MARIA, Brazil (AP) ? A fast-moving fire roared through a crowded, windowless nightclub in southern Brazil early Sunday, filling the air in seconds with flames and a thick, toxic smoke that killed more than 230 panicked partygoers, many of whom were caught in a stampede to escape.

Inspectors believe the blaze began when a band's small pyrotechnics show ignited foam sound insulating material on the ceiling, releasing a putrid haze that caused scores of university students to choke to death. Most victims died from smoke inhalation rather than burns in what appeared to be the world's deadliest nightclub fire in more than a decade.

Survivors and the police inspector Marcelo Arigony said security guards briefly tried to block people from exiting the club. Brazilian bars routinely make patrons pay their entire tab at the end of the night before they are allowed to leave.

But Arigony said the guards didn't appear to block fleeing patrons for long. "It was chaotic and it doesn't seem to have been done in bad faith because several security guards also died," he told The Associated Press.

Later, firefighters responding to the blaze initially had trouble getting inside the Kiss nightclub because "there was a barrier of bodies blocking the entrance," Guido Pedroso Melo, commander of the city's fire department, told the O Globo newspaper.

Authorities said band members who were on the stage when the fire broke out later talked with police and confirmed they used pyrotechnics during their show.

Police inspector Sandro Meinerz, who coordinated the investigation at the nightclub, said one band member died after escaping because he returned inside the burning building to save his accordion. The other band members escaped alive because they were the first to notice the fire.

"It was terrible inside ? it was like one of those films of the Holocaust, bodies piled atop one another," said Meinerz. "We had to use trucks to remove them. It took about six hours to take the bodies away."

Television images from Santa Maria, a university city of about 260,000 people, showed black smoke billowing out of the Kiss nightclub as shirtless young men who attended the university party joined firefighters using axes and sledgehammers to pound at the hot-pink exterior walls, trying to reach those trapped inside.

Bodies of the dead and injured were strewn in the street and panicked screams filled the air as medics tried to help. There was little to be done; officials said most of those who died were suffocated by smoke within minutes.

Within hours a community gym was a horror scene, with body after body lined up on the floor, partially covered with black plastic as family members identified kin.

Outside the gym police held up personal objects ? a black purse, a blue high-heeled shoe ? as people seeking information on loved ones crowded around, hoping not to recognize anything being shown them.

Teenagers sprinted from the scene after the fire began, desperately seeking help. Others carried injured and burned friends away in their arms. Many of the victims were under 20 years old, including some minors. About half of those killed were men, about half women.

The party was organized by students from several academic departments from the Federal University of Santa Maria. Such organized university parties are common throughout Brazil.

"There was so much smoke and fire, it was complete panic, and it took a long time for people to get out, there were so many dead," survivor Luana Santos Silva told the Globo TV network.

The fire spread so fast inside the packed club that firefighters and ambulances could do little to stop it, Silva said.

Another survivor, Michele Pereira, told the Folha de S. Paulo newspaper that she was near the stage when members of the band lit some sort of flare that started the conflagration.

"The band that was onstage began to use flares and, suddenly, they stopped the show and pointed them upward," she said. "At that point, the ceiling caught fire. It was really weak, but in a matter of seconds it spread."

Guitarist Rodrigo Martins told Radio Gaucha that the band, Gurizada Fandangueira, started playing at 2:15 a.m. "and we had played around five songs when I looked up and noticed the roof was burning."

"It might have happened because of the Sputnik, the machine we use to create a luminous effect with sparks. It's harmless, we never had any trouble with it," he said. "When the fire started, a guard passed us a fire extinguisher, the singer tried to use it but it wasn't working."

He confirmed that accordion player Danilo Jacques, 28, died, while the five other members made it out safely.

Police Maj. Cleberson Braida Bastianello said by telephone that the toll had risen to 233 with the death of a hospitalized victim. He said earlier that the death toll was likely made worse because the nightclub appeared to have just one exit through which patrons could exit.

Officials earlier counted 232 bodies that had been brought for identification to a gymnasium in Santa Maria, which is located at the southern tip of Brazil, near the borders with Argentina and Uruguay.

Federal Health Minister Alexandre Padhilha told a news conference that most of the 117 people treated in hospitals had been poisoned by gases they breathed during the fire. Only a few suffered serious burns, he said.

Brazil President Dilma Rousseff arrived to visit the injured after cutting short her trip to a Latin American-European summit in Chile.

"It is a tragedy for all of us," Rousseff said.

Most of the dead apparently were asphyxiated, according to Dr. Paulo Afonso Beltrame, a professor at the medical school of the Federal University of Santa Maria who went to the city's Caridade Hospital to help victims.

Beltrame said he was told the club had been filled far beyond its capacity.

Survivors, police and firefighters gave the same account of a band member setting the ceiling's soundproofing ablaze, he said.

"Large amounts of toxic smoke quickly filled the room, and I would say that at least 90 percent of the victims died of asphyxiation," Beltrame told the AP.

"The toxic smoke made people lose their sense of direction so they were unable to find their way to the exit. At least 50 bodies were found inside a bathroom. Apparently they confused the bathroom door with the exit door."

In the hospital, the doctor "saw desperate friends and relatives walking and running down the corridors looking for information," he said, calling it "one of the saddest scenes I have ever witnessed."

Rodrigo Moura, identified by the newspaper Diario de Santa Maria as a security guard at the club, said it was at its maximum capacity of between 1,000 and 2,000, and partygoers were pushing and shoving to escape.

Santa Maria Mayor Cezar Schirmer declared a 30-day mourning period, and Tarso Genro, the governor of the southern state of Rio Grande do Sul, said officials were investigating the cause of the disaster.

The blaze was the deadliest in Brazil since at least 1961, when a fire that swept through a circus killed 503 people in Niteroi, Rio de Janeiro.

Sunday's fire also appeared to be the worst at a nightclub since December 2000, when a welding accident reportedly set off a fire at a club in Luoyang, China, killing 309.

In 2004, at least 194 people died in a fire at an overcrowded nightclub in Buenos Aires, Argentina. Seven members of a band were sentenced to prison for starting the flames.

A blaze at the Lame Horse nightclub in Perm, Russia, killed 152 people in December 2009 after an indoor fireworks display ignited a plastic ceiling decorated with branches.

Similar circumstances led to a 2003 nightclub fire that killed 100 people in the United States. Pyrotechnics used as a stage prop by the 1980s rock band Great White set ablaze cheap soundproofing foam on the walls and ceiling of a Rhode Island music venue.

The band performing in Santa Maria, Gurizada Fandangueira, plays a driving mixture of local Brazilian country music styles. Guitarist Martin told Radio Gaucha the musicians are already seeing hostile messages.

"People on the social networks are saying we have to pay for what happened," he said. "I'm afraid there could be retaliation".

Guests will be able to select their meal from a variety of dishes including: Oysters and caviar, Lobster and sweetbread ravioli; Diver scallop with braised oxtail and bone marrow; Lobster stuffed monkfish wrapped in crispy bacon and Dungeness crab salad with house brioche.
